Monterey Bay Maintenance Dredging

Monterey Harbor District

Location: Monterey Bay, Monterey County, California

Summary: Monterey Harbor obtained a 10-year maintenance dredging permit to dredge accumulated sediment from within the inner harbor area including Wharf I and II. Dredging was needed to maintain adequate access depths for boats to safely entering and exiting the Harbor. Approximately 100,000 cubic yards of material would be dredged from designated locations within the Harbor over the 10-year period. Disposal of dredged material would be utilized in beach nourishment along portions of Del Monte Beach.

Pacific Marine Terminal

Location: San Pablo Bay, Contra Costa County, California

Summary: Pacific Refining Company owns and operates a marine terminal (Terminal) which serves as an offshore petroleum transfer wharf for the Pacific Refinery. The Terminal and its associated structures are constructed within the Sacramento River delta and are subject to a lease agreement with the California State Land Commission. In 1998, the Terminal was placed in caretaker status and the transfer pipelines were flushed with water, fitted with blind flanges, and taken permanently out of service. Consequently, Pacific Refining Company terminated its leasehold agreement with the California State Lands Commission. As part of their termination agreement, California State Lands Commission required that Pacific Refining Company return the leasehold in a condition comparable to its condition at the time of the lease. To comply with this requirement, Pacific Refining Company had to deconstruct the wharf facilities and abandon 7,250 feet of associated pipelines in-place to minimize environmental disturbance to special-status fish species within the Sacramento River delta. To determine the pipeline depth with certainty, dredge surveys were performed along the entire pipeline alignment utilizing a dive team.

Mallard Slough Intake Channel

Location: Suisun Bay, Contra Costa County, California

Summary: Mallard Slough Intake Channel is an approximately 3,000-foot-long by 40-foot-wide tidally influenced channel on the southern shore of Suisun Bay. The channel provides water from the Suisun Bay to an intake structure maintained and operated by the Contra Costa Water District (CCWD). The channel has accumulated large amounts of sediment since construction several decades ago. CCWD proposes to dredge approximately 35,000 cubic yards of sediment from the Mallard Slough Intake Channel to clear the channel and allow for the collection of unobstructed or sediment-filled water. The material would be removed using a clamshell dredge and transported to an appropriate Corps' approved disposal site. Delta smelt, green sturgeon, and the longfin smelt occupy and reside in the Suisun Bay year-round at various life stages. Suisun Bay and its connected aquatic channels are also considered critical habitat for the delta smelt. The site is also considered a habitat for several salmonid species.
